The aim of this service is to support policy making in the research field in Europe, by facilitating a better knowledge and understanding of national research systems, policies and the environments in which they operate. Currently 43 countries are covered. With the service's evolution regional and other coverage is expected to increase over time.

The general objective of international cooperation activities carried out under the current Framework Programme (FP6) is to help open up the European Research Area to the world. These activities focus on the mutually beneficial efforts of the Community and its Member States on the one hand and INCO target countries and other third countries on the other.

Russia is an important partner with which there is considerable interest to engage and build a strategic partnership. Russia is the EU’s largest neighbour, brought even closer to the EU by the 2004 enlargement. The 2003 European Security Strategy correctly situates Russia as a key player on geo-political and security issues at global and regional level. Russia is a key actor in the UN Security Council and has significant influence in our common European neighbourhood and in Central Asia.
