Regional Workshop Central Asia on S&T development and the FP7 "Development Cooperation Instrument" (DCI)

S&T policy should be embedded into other policies. In particular there is a need to ensure coherence of implementation instruments. The Development Cooperation Instrument (DCI) is a major tool of the EU to promote coherence amongst international development activities. The workshop in Almaty aims to develop recommendations on how regional S&T strategies can be aligned with national as well as with EU policies and instruments, enabling an optimum exploitation of synergies.

The program of the workshop includes presentations of RTD systems of the EU countries (Greece, Sweden, Finland, Germany, Austria to be confirmed), the EU FP7 programme for research and technology development, the Development Cooperation Instrument as well as national research, technology and innovation development systems in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan.

There will be round table discussions on contributions from the regional and national S&T systems in Central Asia to economic development, growth and prosperity and the synergies with DCI.

The objectives of the workshop will be:

  • Development of recommendations to explore synergies of the respective Community policies and instruments.
  • Identification of priorities for science, innovation and technology based economic and social development in Central Asia.
  • Development of the framework for science, innovation and technology cooperation with EECA through other community programmes: exploiting options for financing of activities towards S&T infrastructure and human capacity building, reform of the higher education sector, networking of the innovation partners (education, research, industry, administration) and technology transfer.
  • Development of respective science, innovation and technology related recommendations for future bilateral, regional and multilateral activities in other Community instruments to be addressed to responsible EU and Central Asia stakeholders.
  • Contribution to the coherence of the various EU policies.
