4th Policy Stakeholders' Conference: "EU-EECA Cooperation in Research and Innovation: The way towards 2020"

Within the framework of the Polish Presidency of the EU, the 4th Policy Stakeholders’ Conference on was held in Warsaw on 15-16 November 2011. About 90 stakeholders from 28 countries, from ministries, research organisations, universities, the private sector and from civil society participated. Previous EU-EECA Policy Stakeholders' Conferences had already taken place in Athens (2009), Moscow (2010) and Astana (May 2011). Conclusions now available!

The conference focused on the identification of the most pertinent goals and means for an enhanced EU-EECA cooperation, building on the results of the "White Paper on Opportunities and Challenges in View of Enhancing the EU Cooperation with Eastern Europe, Central Asia, and South Caucasus in Science, Research, and Innovation".

The White Paper summarises the outcome of all previous Policy Stakeholders' Conferences, the  project's missions to EECA countries, the results of dozens of meetings and the expert views of the participants of IncoNet EECA. It provides a knowledge base on the state of affairs of STI (policies) in EU and EECA and informs the stakeholders of the EU-EECA policy dialogue in STI as well as the science and innovation communities on opportunities, challenges and the ways forward with respect to bi-regional cooperation.

The next steps that were concluded on the conference are

1. Consolidation of the White Paper building on a 3-tier invitation for comments:
   
   (i) participants of the PSC,
   (ii) recipients of the IncoNet newsletter, and
   (iii) a broad public through the IncrEAST portal;
   
2. Activities under the IncoNet EECA:
   
   
   1. STI Policy Dialogue Forum on Instruments for the coordination of the National activities (based on the experience of the EraNet Russia) in Germany, Spring 2012;
   2. Policy Mix Reviews in Kazakhstan and Moldova starting in January 2012;
   3. Benchmarking exercises for up to 5 Research Institutes focusing on Nanotechnologies, starting in January 2012;
   4. Workshop on Global Challenges to identify needs and pave the way for future activities; the workshop will bring together persons responsible for Climate Change, Health and Energy in EU and EECA countries;
   5. Workshop on ENPI to discuss about opportunities for STI and to provide information on implementation procedures; the workshop will bring together representatives of ENPI/DG DEVCO and persons in charge of ENPI in EECA.
